It is unclear from the question where the alpha is for the total value or just the 1-side. So I will assume it is for just 1 side (meaning not alpha of .002).

We use the excel function =TINV(.001, 14) which are the alpha value and the degrees of freedom 14 (15-1).

We get a critical statistic of 4.14.
