It appears that SPSS has no easy way to compute a confidence interval around a proportion, which is surprising considering its functionality. You can use the confidence interval around a proportion calculator on this site. A 97.5 1-sided CI is the same thing as looking at just one side of a 95% 2-sided confidence interval.  You should get an interval between .005 and .007, so 97.5 likelihood of population proportion above .007 and 2.5% below .005.

For SPSS, I found some code and expanation that will generate some CI's for you.
