You have the mean and standard deviation, you need their mean or some test mean to generate a z-score which would be your test-value. The critical value is -1.96 or the z-score corresponding to 5% of the area under both tails of the normal curve which you can lookup using the percentile to z-score calculator. Often the critical value is just reported as 1.96.
