Not sure what Z power is but I can answer the other parts of your question.

1. If the z-score is less than 0, this tells us the raw score is LESS THAN the mean raw score. 
2. If the z-score is greater-than 0, this tells us the raw score is GREATER than the mean raw score.
3. If the z-score equals zero, then the raw score is the same as the mean raw score.
