You just need to know what the 3rd quartile means to answer this question. A quartile is dividing up the population into 4 equal chuncks each at 25%:

1. 1st Quartile 0-25%
2. 2nd Quartile 25-50%
3. 3rd Quartile 50-75%
4. 4th Quartile 75-100%

So you need the 4th quartile or 25 percent (100-75) of women were older than 29.5 percent.
